From the moment of his appointment, Gabriel Attal, Minister of National Education and Youth, has elevated the fight against harassment as an absolute priority.
With more than one in ten students experiencing harassment at least once during their academic journey, both schools and families collectively have the duty to combat this scourge using all means available, focusing on the three axes outlined by the minister: prevention, detection, and resolution.
In this perspective, two priority actions will be implemented on November 9, the national day against harassment, mobilizing the entire educational community and all institutional and associative partners of the school.
All students participating in a self-assessment questionnaire on harassment
Announced in mid-September by Gabriel Attal, and after consultation with trade unions, doctors, and psychologists, a dedicated time will be organized in schools. All students from CE2 (grade 3) and above, in elementary, middle, and high schools, will be invited to fill out a non-nominative self-assessment grid to evaluate whether they may be victims of school harassment. Two hours of school time will be dedicated to this purpose, between Thursday, November 9, and Wednesday, November 15.
Anonymous, this comprehensive evaluation takes the form of three questionnaires tailored to each level (CE2 to CM2, middle school, and high school). These questionnaires are communicated to school principals and teachers, along with educational resources available on the Eduscol website.
This dedicated time, organized at the discretion of each school, middle school, and high school, will emphasize the prevention and detection of harassment situations—the first condition for protecting victimized students.
The administration of this self-assessment grid will be primarily supervised by the main teacher in the secondary level.
This survey will provide educational teams with a precise overview of harassment incidents at the class, school, or institution level, allowing them to adjust their prevention and intervention policies based on these results.
A statistical analysis will be conducted by the DEPP based on a randomly selected sample of schools and institutions, with data also kept anonymous.
Mandatory registration of each school and institution on the Phare platform and the implementation of associated measures
Enrollment in the Phare program is now mandatory for all schools, as well as for all middle and high schools.
This involves:
- Identifying members of the resource team and, for middle schools, the coordinator.
- Identifying student ambassadors for middle schools and high schools.
- Identifying staff training and workshops for parents.
